HIGH BREAM HEADLIGHTS

Help me here. And before I begin, I will commit to the fact that the problem may lie with my sight. That said....'splain that so very many drivers in TV use their highbeam headlights, especially during the dark, but also during bright daylight. When I was learning to drive....not too many years ago...I was taught that if an auto coming in my direction flashes his headlights, it's an indication that my hightbeam headlights are on, causing a possible problem for the oncoming driver, and I should switch my headslights to the low beam. That ain't happening here. You can flash all want, hoping the oncoming driver will lower his headlights, but you're wasting your time. Has the "rules of the road" changed and flashing to get the other driver to lowers his lights no longer applies?

ROBO Calls. Some time ago there was a discussion on how to stop Robocalls. I found a web....at that time....that provides a quasi-solution for your hardwired phone, but nothing for cell phones. Can someone direct me to a web site that gives me instructions on how to block the nuisance calls to my cell phone. My cell phone is interconnected through my hearing aids and when these call come to me, the sound is driving me crazy. Help Please!!!
