    Frankly they have used CHEAP plastic valves. It is an awkward place to get much leverage on and even the handle is plastic.
    You want to do this during the week when if you NEED to call a plumber there will be no extra charges. How I did mine.
    I made a tool out of a scrap piece of PVC pipe-the white plastic stuff. I cut two notches in the end of the PVC pipe so that it would grab the red plastic valve handle. Mine is about a foot long. It is now easy to shut off the valve. I marked the off direction on the wall so as to avoid turning it the wrong way. Clock wise is off. The handle turns from horizontal (open) to vertical (closed) You want to turn on the faucet closest to the shutoff so you know when it is completely off. For me, when the garage slop sink is shut off I've gone far enough.
