I just want the ugly Live Oak tree that came with the house to be replaced with a palm (likely a Pindo). That is a pretty small job for the big landscaping firms. Is there anyone who you would recommend to do a smaller job like that?

Double check with ARC, you may not be allowed to remove the Oak, and the fine is fairly large if you do. There are specific rules about tree removal, better to ask first then get fined later.

Yes you have to submit a request from the Architectural Committee! And if they allow it you have to replace it wth another "canopy tree" (shade tree) They will send out an arborist to look at it. They let us cut our rather large one down, only because the roots were making our sidewalk buckle! The Villages had planted it too close to the house. We did love the shade it gave us as we face west. But You have to get permission otherwise face a what probably is a big fine and you better make sure you replace it with something they approve of.

A permit will be required for removal of the oak tree...not just permission from the Architectural Committee. But any reputable company would take care of that for you, assuming the permit is approved.

Prior to having our oak removed, we did check with the proper people and used Villages Palm for our new Robellini (spelling) Palm. Quite happy although it is not cold friendly as we do have nights we need to cover it.

Isn't there a rule that says you can remove an oak without permission IF the trunk is less than 4 inches in diameter? Seems I heard/read that somewhere.

We use Devin Atwood for anything that has to do with trees. He has a bucket and doesn't use a ladder. He is an arborist and very reasonable. His number is: 352-435-5626. His work is impeccable.

You should always check with ARC as the rules are different. I live in a courtyard villa and did not need ARC approval but in other cases you may. Also, not all oak trees planted are live oaks. I used an Arborist (Ace Tree Service - 352-787-9390 as well from the oak tree removal and my landscaper for the replacement palm.
