Is it legal for a home owner to rent rooms or a room in their house in TV?

Your neighbor? Just curious. You could always report it to the district and let them determine if it is a deed/covenant violation.

The person was involved with a acquaintance, he was drugging her by switching pills in her routine meds. He lives by taking advantage of lonely single women.

If true, he should certainly be reported to the authorities...regardless of any 'rental rules.'

The person is getting a restraining order and I told her to go to the Villages officers and get his guest pass revoked, based on his criminal history--if they can ban a 79 year old for being a litigious pain--this person should be banned from the villages

You could also get him on tax fraud. I am sure (just a guess) he is probably not paying the Florida State Sale's tax nor the County Sale's tax that is due every month on rentals (if rented less than 6 months) and I imagine he is not reporting the rental income to the Feds on his yearly tax return.

Am I missing something here? How about revoked because he doesn't live there anymore? Or does he?

They are not going to revoke a pass based on criminal history. Do you know how many registered sex offenders live in TV???
