It sounds like a justified shooting to me.

Bad guy was a felon.

He made multiple attempts at bludgeoning the deputy.

The deputy attempted non-lethal means before escalating to a firearm.

He made an effective shot.

All good.............................

Yup.

My only question is where was he carrying his weapon if he was in chest deep water? Will a firearm still fire if it is submerged in water?
