One should ask what is going on with our government that so many military, federal employees and contractors are committing such acts?

What has happened to the "loose lips sink ships" motto?
What this question asks is why have politics or self interests superseded these individuals motives/actions before country? And why can't the government put an end to it? Do they care? Does it serve some government people's financial/political interests? Is the government just simply inept?

The reason there are more and more security violations, is because no one is PUNISHED severely anymore. When you slap someone on the wrist (ie, Gen Patraeus) when they violate National Security laws, it encourages more to take the gamble that they might not get caught and it they do, they won't be severely punished.
