Default Another Window Warranty

I know there have been several posts regarding the cost of labor for window replacements under warranty but don't remember any of them from the southern homes. I thought I had 3 windows with leaking seals and called the warranty department who then had me call Romac as the were the contractor that installed the windows which I believe are C&W. They said they would send someone out to give an estimate on the installation which I though was a little strange as I had had read here that it was something like $150 for 3 windows but so be it. They could not come out for a few weeks so i decided to wash all of my windows and found that there was a total of 7 bad ones. They showed up and told me it will cost $727.00 and I assume plus tax to replace the bad packs. I was surprised and asked what happened to the $150 for 3 windows and he said we never charged that and this is our price do you want them repaired or not. In addition, they charge me $50.00 just to come out and measure the windows. I can't help but feel that they are profiting from the warranty coverage as there is no way it would take over $700 worth of labor to replace those bad packs, these are double hung windows and not very large.

I am not sure what "leaking seals" refers to, but if this is the seal between the panes of glass, you make check on just having the glass replaced, try Lake County Glass and mirror, Front Page - Lake Glass & Mirror.
If the leaking seals refers to the around the window sliding area and the frame, carefully check the weep holes and make sure these are not blocked, if they are, carefully clean these out and check for leaks again.
As for the cost, I do not recall the details, $150 per window for labor might be a bit high, but I have no idea what is involved on your house, stucco finish is different from vinyl siding finish, etc., if the entire frame needs to be replaced.
