Simple fix. Remove the ceiling fan/light cover first to expose the air baffle. By moving the baffle back and forth, you can tell if it moving properly and what part of the side it is hitting or making the metal noise. With my problem, I just placed a small felt pad there. It can most anything to soften the impact, but not restrict it. After that, never heard the noise again.

That's good that you hear the flapper opening and closing. That means it isn't stuck in either the open or closed position.

Happened to us also and was told there was nothing we could do. Stopped noticing it after a time but if there is a strong wind it can recur. Guess we just got used to it and don’t hear it anymore. Told it is not uncommon.
