have you tried contacting community watch and see if anyway to check this out. May have had a stray dog fall into the drain

I think I have one of those barking frogs that gets into my gutters when it rains and the sound of the bark is so loud because of the echo. It drives me and my dogs nuts (well, nuttier....). That's what I would do and please keep us posted.
To keep those pesky frogs out of your gutters it helps if you put some type of screen at the low end of your downspout. When you are near water, the frogs come out especially at night and walk across your grass and hop into the downspouts. Then they climb straight up the inside to your gutter, particularly if there is standing water in the gutter. I have screens on the downspouts and it helps a lot. But every once in awhile a frog will go up the outside .

I stopped a Community Watch truck yesterday soon after I posted this (was walking my dog at the time) and , of course, no barking could be heard from the drain. This morning there was nothing to be heard either. It's frustrating...like taking your car to have the strange noise fixed and the noise disappears when you get there. I will be on alert several times a day as I pass that drain and will update anything new. I think it may have been a fox as I have now learned that there was a fox den located on the golf course approx 100 yards from this location. Thanks to all for your comments.

Thank you for the update. Frogs seem to like to croak after it rains.
