Default Why wasn't Richmond fully built?

I drove by the big piles of dirt in December. I presume TV owned the land when they did the other development in Richmond (or maybe they didn't?) Why didn't they build it all at the same time?

Because the developer has plans that stay in the family. They chose which village is released and that information comes without prior knowledge to even VLS agents. Richmond sold lots in first 5 minutes.

Richmond (east?) will do as well. A running list of buyers for lots even before the first equipment was unloaded.

The developer does as he thinks best and has been remarkably successful doing it that way

Sometimes it has to do with permits. Not certain of the elevation in that area but the land may have required additional work before building.

They were extending Buena Vista through there at the time and that might have had something to do with it
