I just moved to the Villages as a snow bird and have a Harley myself. I purchased the bike specifically to keep here and I seriously considered upgrading the stock mufflers to wake it up a bit. After thinking about it, I decided to leave it alone and live with the quiet exhaust. None of my neighbors have complained and many have complimented me on the bike, but I'm not up at daybreak either!
I hear cars and trucks rumble down our street that are louder than my bike, not to mention lawnmowers.

There are those of us who enjoy riding motorcycles as much, if not more so, than folks who drive golf carts. I ride because I am still physically able to. I have had my Honda VTX1800 for 17 years and it is quiet - I prefer my neighbors don’t know when I am coming and going. Clearly not everyone feels the same way.
Treat this new neighbor like you would any other - talk to them the say way you would want them to talk to you. Explain your dilemma and see what you can work out together. IMO, it’s always better to try and solve a problem at the lowest level before escalating it for resolution.

Best approach is to mention it to the neighbor. If they aren't aware it's an issue they can never fix it. Unless they are tweaking the throttle very late at night I doubt LEO has much they can do.

I had a neighbor once that mowed her lawn at 6am on the weekends - I politely asked her to please try and mow later as it woke up people on the weekend that were sleeping in. She declined. So one day I was washing my car at the same time in my driveway and when she walked around her house pushing her lawnmower my hand slipped and the hose accidentally caught her square on. I apologized immediately. Her husband was irate but early mowing ceased.

Default Bike sounds

The Harley sound is patented!
I have 3 and two are among the quietest out there- they are kickstart and I’m getting too old to start ‘em but hope to Get back to second kick when we move here full time.
I can tell an older UK Twin coming- like my old trophy - the valves are noisy and distinctive .and the old KAW H1 sounded like a corn popper.
Some of us Hog owners enjoy self deprication- like when we lie and say we bought it for the handling!and…90% of all harleys made are still on the road- the others made it home ok. I like the throwback sound of hogs, corn popping 2 strokes, and British twins and thumper singles .
Though we drive total ev cars I mourn the day when the bikes trade thump for hum.there are some great friendly and clever suggestions here for dealing with what might be a compensator

The man took a perfectly good set on muffler off to get the sound he loves. What makes you think he’d install mufflers even if there was no cost?

When I was 10, I attached playing cards to the spokes of my bicycle so I could pretend I had a motorcycle. When I was 18, I thought a noisy car was really cool. But then, shortly thereafter, I grew up.

I rode motorcycles for 50 years, all relatively quiet ones. I do not understand older adults whose minds are like that of a child and who ride bikes that make mind-splitting noise. They are just sad, but very annoying.

I totally agree with your first point, BUT you second point, "not worth your while"?
I moved here to enjoy retirement not to be miserable because of an inconsiderate neighbor.
