Everyone has the correct answer here but just picture if you were allowed to raise your yard say 6 inches, what will hold your lawn together as there would be a 6 inch drop to your neighbors. You would need a wall of some type. Just not going to happen.

Since there is no HOA and it is not a sink hole this does not seem to fit.

Don't forget the posts about why TV is bad because it doesn't provide free transportation.
