I think you may have hit the wrong key. Hepatitis C is spread by blood and sexual contact, same as Hep B. It is Hep A that is spread by the fecal-oral route and can be combated by hand washing

Point was, it is highly contagious, there are recommended guidelines to avoid the spread, some of those guidelines are mandatory, and the spread is contained. Despite people having a right to not wash their hands. And you almost never hear about government conspiracies about washing you hand, even thought it is not 100% affective.

Seems a very close metaphor. My point is most of the arguments here are political.
