"Steering" is a stretch. Jet streams (which this thing was apparently taking advantage of) flow generally west to east but they are notoriously fickle, sometimes changing direction from east to west, to north to south. If you're depending on a jet stream to get you to, say, Oklahoma, you might end up over Iowa instead.

Balloons can also take advantage of the differing directions of winds aloft. A south wind at 3,000' might be a west wind at, say, 6,000'. Differing directions and different wind speeds at various altitudes. Balloon pilots have cross-country competitions that utilize this, but again it is a notoriously INaccurate way to get from point A to point B.

The Commander in Chief when advised of this balloon asked for opinions from the military and intelligence services, and instead of saying he knows more about balloons than anyone else, actually listened to the experts who advised him that the risk of the Chinese getting any useful information was extremely low and the danger to Americans from shooting it down was enough of a mitigating factor to just let it float.

And as soon as it cleared the coast, see my earlier post, and the coast guard and FAA etc were able to stop air and ship traffic, we shot it down and it landed in fairly shallow water.

Nothing feckless about any of that. In fact it sounds like the government agencies worked together to formulate a plan and executed it well. But some people need to be unhappy whether it is wearing a brown suit or listening to experts who are, you know, experts unlike some others.
