You'd have to double-check with ARC but...
Since it's a courtyard villa -

If you wanted to secure a bike rack to your garage within the courtyard area, and tie down a cloth bike cover over it (similarly to how you'd do that with bicycles on a car during a journey), it's probably fine to do.

If you're talking about a shop or workshop outside the house, rather than a storage need, then the answer would be it isn't allowed.

Conversely - if you have a birdcage (or get permission to have one), you can put a cabana under the birdcage and use that for storage/workshop purposes. But you still can't use it as a shop to sell bikes or parts or repair services, or any other type of business.

Here’s one possibility that would be allowed. Your courtyard villa has roof trusses to hold up the ceiling and roofing, and these extend about eight inches from the wall, and then there is a five inch gutter attached to a rim board nailed to the ends of those joists. The joists are probably sixteen or twenty-four inches apart. Using a stud finder, drill, etc., you could install bicycle storage hooks into the joists. Keep your bicycles in bike covers and hang them from the hooks, wheels down.

However, I would say get some 2x4s sufficient for how many bikes you need and paint them white. Buy some 3 1/2” long Structural Wood Screws. (Be sure to get the right thing.) These have the strength of lag bolts but can be screwed in without predrilling holes. Screw the 2x4s to the eaves along the house in the courtyard with a Structural Wood Screw going into each joist. Then you can screw the bicycle storage hooks to the 2x4s wherever they best fit the bicycle.

Rain here is often nearly horizontal. Putting the bikes like this will keep off a lot of the rain, but you will need the vinyl covers to keep off the rest. One problem is if someone mowing your lawn sees your expensive bicycles and comes back in the night and steals them. I had a brand new $3500 bicycle stolen from my garage one night before I moved to a courtyard villa. I was accustomed to leaving the garage door open and the sliding screen door on the garage closed at night, but someone mowing the lawn or something saw the bicycle and came back for it.

Officially, you are probably not allowed to put one up. But if no one will see it then no one will know. The worst possibility is you would have to take it down. I would go ahead and do it if it is out of sight, but there is some risk you will have to take it down.

No businesses allowed at home,not legal. and yes you would need approval, insurance, etc to operate any business , I can't believe you would even consider this , gave you considered your neighbors?

If it’s a storage box less than 4’ tall just to store your bike, go for it. Many of us have storage containers in our lanais to store cushions, pool/spa chemicals/etc.. so it shouldn’t be a problem.

Also drones are illegal to fly over homes to take pictures unless you are a realtor and that’s for only the house they are selling.

I live in a CYV in Fenney. I have a large storage box in my back yard just inside the fence. As long as it cannot be seen over the fence you should not get any complaints. I wouldn't put in anything permanent just in case you are asked to remove it.
