I would personally approach this person and politely ask them to refrain from throwing their cigarette butts out of their cart, as I would approach anyone who is littering. With the lack of wet weather it is such a fire danger and so poor for the environment.

Geezzz, do you like litter? Especially hot burning litter that could easily start a brush fire during the dry season? Just saying dispose of your butts in a safe clean fashion and have some consideration for the environment. Is that too much for you to grasp? I am hoping that by posting this then maybe, just maybe the guy would read it and get an ash tray for his cart. This is a much better way to approach the issue then a direct face to face confrontation, don't you think? Sorry if you think it's petty, I don't.

Okay, I'm a smoker and I'm in the camp that says no, this post has not gone too far. I'm also a Californian and I've seen the devastation caused by a lit cigarette tossed out of a car window. Not a pretty sight. Think I'd be picking up this man's butts and waiting til I have a decent collection. Then, I'd follow him home and leave them with a portable ashtray (get one at the dollar store) and a note on his front porch stating these were his butts picked up from the period X through Y and a simple request to please use the ashtray. You don't have to confront him and, who knows, the simple request might work.
