Exactly.
Im pretty sure more of these infractions are stupidity/entitlement rather than dementia.
Expect the entitled response and be pleasantly surprised when the correct rules of the road are employed.

As to the speed limit, if the sign is white and labeled "speed limit" that is the legal limit. If the sign is "safety yellow" with only a number, that is the recommended or suggested max safe speed. Drivers often ignore the yellow signs. BEWARE!!

I had to look carefully at the map in an attempt to understand what you are asking. Based on my understanding of your question, my answer is Yes.

We don't have a golf cart. We drive slowly thru roundabouts and a golf cart going thru a roundabout is not going to shock us.
