If you're caught, you pay the fine and go on your way. For some reason, someone probably decided to make an example of the Morses and go for more than just a fine or maybe Morse decided to fight the whole thing. The investigators probably didn't do the proper paperwork because they thought it would be another case of paid fines making the whole thing go away.

I still think Rainey's actions were far more heinous than anything Mark Morse was accused of doing yet his fine and possible sentence is much lighter. Really wish someone could explain that one to me.
