I agree. Why would twenty minutes of water kill your grass if the neighbor is watering the maximum twice a week. I guess it must it must be on the north side of your house. Are his sprinkling heads close to his house or almost on your property? Something just doesn't add up in my mind.
Anyway, OP, I think that I would make another pass at warranty and their landscape contractor to come up with a solution to this problem. You should be made whole by the contractor and they should do whatever it takes and no cost to you IMHO.

I assume you have Empire Zoysia. It is moderately shade tolerant. You indicated that the area gets no direct sunlight. That could be part of your problem. Compacted soil with bad drainage could also play a role. You might want to contact Jim Davis at the Extension Service for an opinion.

Our only side that has a house stayed squishy wet. Installed gutters run sprinkler 15 minutes only twice a week and problem solved. If your neighbor is watering your side, shut off your sprinklers on that zone. Free water money in your pocket
