Pet registration in Marion County

There is a big billboard north of Belleview that says, "Register your pet, it's the law (in Marion County). Does "pet" mean "any pet?" I would have thought that if it was just dogs, it would have said "dog". I know that two of my friends in Marion County have their cats registered. Does everybody?
