That is because the rules are ignored by a lot of people and largely unenforced.

There are also some Snowbirds who are unaware of them and are not here to reset their controls.

You are correct. Water is a precious commodity in Florida. Recycled water is not used north of 466, so lawn watering is done with the same water we shower with and drink. Most summers there's no need to even run the sprinklers.
