Government property is in fact public property and freely open to the public. Government property can identify physical areas within its property as restricted. (Like inside the postal building that contains access to the mail slots). The open access area is subject to law and not to policy. So, if the president changes the "law", we become subject to that law.

I have NEVER worn a mask to pick up my mail. I simply maintain my distance, waiting my turn if anyone is near my mailbox. I have no intention of wearing a mask because someone "thinks" that the president mandated it, illegally I might add. The executive branch does not make law, they enforce existing laws. If a store mandates mask wearing, then that is fine. If a bank says NO masks, that is fine with me also. I do not have to go inside if I do not feel safe, or I can wait until I can distance myself. Apparently, common sense has been overwhelmed by mass hysteria here.
If you live in fear, there is absolutely no one that will deny your right to wear a mask. Like I have said many times before, your safety is up to you, not anyone else.

It shouldn't be a choice indoors. And it would be a much better country if there was more of a sense of the common good.

I wholeheartedly agree that there should be no choice when it comes to wearing masks indoors. INDOORS is when it is most important, especially when social distancing is not guaranteed. Our discussion has been about wearing masks OUTDOORS at the mail centers.
