That is pretty much a first line of defense against denial of service attack (DOS) and overly aggressive spiders - ghastly programs that wander through a site sucking up everything it has and consuming enormous resources while doing so. IIS, Microsoft's web server always does AFAIK, unless they have change in the last few years. But even if they have, most sites, especially one like this one have very little in the way of tech support and tend not to undergo the expense of things like server upgrades.

If it ain't broke, don't fix it. If you fix it, something will break (usually), then without a plan for reversion - where the site comes down, there is screaming, shouting, finger-pointing, etc.

Not only can't you refresh fast, but an immediate click on some link is likely to fail for the same reason.

Just be a normal human.
