Default Refuse Removal cut down our tree today

We were desperate today to have a very tall palm tree taken out. It was 1/2 leaning over top of our neighbor's garage after the storm. I saw a mention yesterday of a small company named Refuse Removal. I was desperate being in a hotel far from home and our neighbors all sending us texts with photos. I called them early this morning and he got on it right away. He didn't know me and I took a chance on him because I knew it would be near impossible to find someone to help right away. They came out immediately and surveyed the job, and by 3:00 the tree was down. Logs and refuse cleaned up by 4:30. I guess it was quite a show for the neighborhood with this tree precariously leaning over the neighbor's garage and they all held their breath as they pulled the tree forward and sawed it off. They didn't even damage a bush, sawed it flush with the ground and mulched the area. You would never know it was even there. They sent me the photos afterwards and the invoice and we are to leave a check for them when we get back in town. If you are looking for someone here is their number. 954-461-1928

WHAT? You didn't get ARC approval first? Hope they are allowing after the fact approval. /s

I'm a new owner in TV and have a Palm in the front area of my house. If I decide to have it removed for safety concerns do I have to get approval from ARC first?
