Now, but not in 1968 or any time before 2003. And this doesn't really matter that much anyway, other than diverting from the REAL point of this incident.....self-defense. Here's Rittenhouse trial prosecutor showing a complete lack of gun safety knowledge by picking up Kyle's AR 15 and waving it around the courtroom with his finger on the trigger.

Like Baldwin, he did not check the chamber to see if loaded, just trusted the guy who handed it to him.

yes, at one time it was done. but as stated previously:

The United States ratified OPAC with a declaration (as required under Art. 3(2) of the treaty) stating its minimum age for voluntary recruitment would remain at 17. To meet its obligations, each branch of the armed services implemented new orders excluding 17-year-olds from combat, a move considered by some to be the first instance of the United States materially altering military practices to support new international human rights obligations.
