I can't tell what happened from the limited information, but i believe the victim was on the wrong place at the wrong time.

A lack of situational awareness is one of the top things criminals look for. They choose victims that are looking down, not paying attention, not looking at others in the eye. They like easy pickings. Walk and act with authority. A scowl towards someone you don't trust means you will fight back.

Warnings do help:

If a hurricane comes, it pretty much does what it does irrespective of our actions. The buildings that were going to be destroyed are still destroyed no matter our efforts. However, when we are fore warned, we can take precautions that save lives because we know a threat is out there.

Now, when you are in a neighborhood just outside The Villages pumping gas in route to Walmart from south of 44, you know there is a person in an area that has shot an innocent retiree and is still very much in our populace. The threat is still there and still exists because no one was caught. What may be more concerning is there is the callous of these perps that it is OK to shoot others.

I will look forward to there apprehension.

If you aren't warned that a hurricane is coming, you won't know that you need to go/bail out.

The only way you can TRULY be prepared for a hurricane *without* being warned that one is coming, is to already be evacuated to a place that never gets hurricanes.

Maybe...maybe not.

Fight or flight is a real human condition. All these purported retired LEO know this. Every situation is different as is the response to said.

Yes, always being prepared, vigilant and aware...especially in this society...is a must. But it will always be only half the equation!

Let me argue that actually it was the criminals that were in the wrong place at the wrong time, doing the wrong thing.
