Also having been in the construction and development field for too many years I also have a definition of an "expert" Typically when you use the term "ex" or just plain "x" you are referring to a has been. "Pert" or more commonly pronounced "spurt" is "a drip under pressure". Obviously we have more than our share of "experts" who can solve this problem.
