I’ve heard a lot of so called “rental tax” goes uncollected. Of course, that is nothing new as it is estimated that budgets in U.S. would have a surplus if the dishonest “under table” taxes could be effectively collected. The uncollected taxes is in the Trillions of dollars. Yes, there is much “waste” too but that is a different story.
