What does the "Online Ever" mean? Does that indicate that as of the date July 23, 2007 that 132 different people had posted messages on TOTV?

The means the record for the simultaneous number of users logged in is
132 people being online at the same time on July 23, 2007.

The highest number of users online today simultaneously, in your example, is 68.
That is not the total of people who logged in today. That is the most simultaneously logged in.

I believe there are a lot more than 132 posters, but I would have to count, and I only have so many fingers. ;D
