It’s not right that the owner allows this. It’s also not fair to blame the dog, however I’d try to get the dog to come to you. Offer dog treats. Once you are successful call SCAC to pickup the dog. Eventually this dog owner will get fined enough that he’ll be more careful. Hopefully….

The owner is walking with the dog.
Sometime walking within 20 feet of the dog, sometimes 100 yards.
The owner is usually on his phone and has no idea where the dog is.

I know it's not the dogs fault.
Not sure taking the dog would be right.
