If you are in a cart in the cart lane you may pass another cart, bicycle, walkers, turtles, as long as you do it in a safe manner and not exceed the 20 mph. You are not expected to follow a walker or bicycle all the way down Morse blvd or any other street.

His actions could get himself or some poor souls in an emergency room. There is no excuse for aggressive driving ,tailgating , none whatsoever ever.
