Many of us have watched construction in TV. I remember when my future neighbors lawns were having the sod put in. As the lot was leveled and graded the man with the bucket would just go down the street and get more soil (sand) to fill in the low spots.
I don't see what this "burgler" was doing is any different that the lawn crews.
