I would also consider a fabric root barrier, maybe at the property line. They work really well.

You can cut them, but they will probably keep growing. Oak trees and roots are very resilent

We had a Palm planted about 3 feet from our driveway, In about 5 years it started to lift the driveway slab.

Tree root problem solved--Airborne Tree Service dropped by, sliced the bad roots, will not harm the tree--good for 5- 6yrs $350.00--installing a barrier would have been $2000.00
