Just what does the VHA do?

I asked one of their vice presidents what the VHA does and he just took an attitude as if, "How dare I ask such a question?"

It seems the VHA is pretty much useless with no clearly defined mission and with no outreach as to what it does. At least the POA tells us what they do with each and every paper they distribute.
