If the northern part of TV is over and done, why did they build the two villa communities on 42 or build the upcoming First Respond era rec center or add two more pb courts to the Mulberry rec center?

Two new villa communities and Chatham Acres are because they were able to acquire a significant amount of adjacent property to develop, they're developers, that's their business and what they do.

First Responders Rec Center and the pb courts are being built by the AAC, NOT the developer. They are using the funds from the lawsuit against the developer several years ago to build those amenities.
