That is true almost anywhere in FL. There is no 5-10 mph leeway here. A neighbor of mine got caught in Fruitland Park on 466A. One mile over the limit. I just put mine on cruise control and do the speed limit. Let someone else put money in the city coffers.

No such thing as a "speed trap!" Travel the posted speed limit and you'll never have a problem!! Always someone else's fault that we as humans screw up!

Lol...short of saying it is highly unlikely, something is wrong here. More than one side? Maybe the cop gave them a ticket for 1 mph OVER the limit but was actually doing more.
I used to manage in one of my positions the North American service centers regarding repair and replacement of odometers, DVDs, radios, OnStar, and other electronics in a car. The federal law at the time was an odometer could be no less than 2% off the actual speed. Check it with your GPS. Usually it is 2% higher. Think about it... If manufacturers made their speedometers go 2% faster, the miles driven is 2% more. Therefore your warranty on 36k is 2% less. Another reason why they give you a break on warranty repair when close.
Police also know the rule.

Good explanation. I have always thought the 2% was to help keep the average driver from getting a ticket.

This thread makes me laugh. We have threads when people are ticketed asking why the sheriff is not out dealing with "real" crime instead of just raising money for the county through ticketing. Then we have threads where someone has seen another vehicle driving too fast, or blowing through a stop sign or red light, and they complain the cops aren't out looking for traffic violations. If I were in law enforcement, I would just shake my head. You can't win.

Or not much different that some say the restaurant is bad and some say the same restaurant is good.

Sure I've seen them in Fruitland Park and the other municipalities. Most of TV does not have Police---county sheriff is the law. Some cops don't use common sense anymore than residents. Did you see where some of them were driving over 100 mph in the Orlando area (not in pursuit) just Because they thought they could? Several were put on leave for that reason.
