The Morse Blvd is a great observation. I think it was 2003 when I attended GOLF CART SAFETY CLASS.

You know, I thought so also, but I went to Ace Hdwe. in Wildwood on Wednesday and saw a cart parked at Ace. As I was leaving, turning on that street by the fire station, there was another cart driven by a young woman with a baby, heading toward Ace.

No one should be one a Public road without a golf cart lane. So called street carts are a joke

You're not missing anything. Your "formalizing" comment is right-on imho. There will be golf cart access for all Villages facilities and reasonable off-site facilities, just like in all TV.

Do you really want to drive your golf cart on the county roads south of 44? I wouldn't. Wouldn't you think the developer will build cart road connecting the hundreds of acres they plan on building south of 44? IMO this would keep wildwood golf carts from driving down the country road and getting killed.
