When is it appropriate to start a new thread on a subject that has already been discussed?

When new people join the forum. They are unaware a topic had been discussed. I doubt the first inclination is to do a lengthy search but to politely ask.

Perhaps a chat room for regulars with lots of time to spare would suit.
