Why would anyone take a cart to Sam's Club? It will never hold enough for what you buy there.

1) strangely enough morse and buena vista are 35mph and you see street legal carts on them all the time.
2) when has something illegal stopped some folks from doing it anyway?

Morse north of 466 is 30 mph.

While it's not legal to drive it there, it's possible that it could have been otherwise transported there to have tires installed.
