Default Passing the hat

I am new to Florida. How does one get authorization to stand at a busy intersection such as 42 and 441/27 and walk in and out of traffic collecting money for who knows what? I cant imagine a more dangerous activity! Does this happen often down here? Any comments?

There was an article in the Daily Sun about a week ago detailing what counties are doing to pass legislation to more closely control this activity !

I have seen this a lot around the streets connecting with US19 in Pinellas and Pasco Counties. Would be something of a death wish if they did this on US19 though even if I can recall it happening occasionally. US19, is-- or at least, was-- one of the deadliest highways in the United States.

I would think that if it is for some kind of charity, the laws passed to curb it, would not pass a First Amendment challenge.
