Always has in Chicago,Can't remember a election it hasn't.Maybe not on a large scale but nobody has ever really checked,Also over the years have had people who never left nursing homes show up at polls.As stated before I just got a form for absentee ballot from Il.so I could vote here and in Il.That's why voter rolls need to cleaned up.And Picture id's.
