Secondly, a private, writing letters on his own time to a girlfriend is just slightly different than a high-level government appointee taking notes at a meeting to which he was summoned by his boss. And if you recall, letters home were often edited by the US Military during wars giving me the impression that those letters might be considered the property of the US government. |
