I have the answer! Require every taxpayer to go through the 'vetting process'.
All missing tax money that is discovered will be used for the bail out.
Such a simple solution.......

I prefer the new Treasury Secretry's method - just don't pay all of your taxes for years, and then just say you're sorry.....
