Sad that you have to put up with this from a neighbor. If she owns 3 dogs, you can report her to community standards since there is a 2 dog rule. It is possible, but I'm not sure, that the third dog is "grandfathered" in if she has owned them prior to moving here. If they are off the leash, I believe that is a county ordinance and can be reported to the sheriff. And then there is civil action...... However, any of that might escalate a bad situation further

I bought a dog horn & spray especially given the wild animals people encounter here, just in case..never needed those items living in a city but after a few encounters here, Im trying to prevent an accident. Nothing wrong with that.

We were golfing with a couple several weeks ago, and they were one of the "moved more than once" in TV. The biggest reason for move #2 was a next door neighbor who was totally obnoxious about blaring music so loud all hours of the day and night. They said there was no reasoning with him/them (?).

I have heard this reasoning locally as well with a very nice couple here in our New England neighborhood. The neighbor across the street starting doing all kinds of crappy things to the front of his yard. . . So he sold and moved. . .

Unfortunately, that will always be the human condition living together in close proximity. There is the random 5% azzhole rule. . .

If it were me, I would take a photo or video of the dogs OFF LEASH then call animal control.

I would hate pepper spray to be involved. I truly believe (as Cesar Milan says) they need to be startled and snap the brain out of the forward motion. I only use water and try to startle him from his action... but it doesn't always work honestly.

Sorry this happened to you. Another example of rules not applying to a certain few. I know if our dog ever gets out off her leash she is grabbed up quickly and if anyone is out there we get embarrassed. Hopefully this will be worked out in time.

People can only own TWO pets. Two dogs is not a pack. So if they have more than TWO dogs they are in violation. Also, even on your own property a dog must be on a leash another violation.

The hardest part is rejecting the thought, I'm gonna get even-I'm gonna teach them a lesson. That is the hardest part, for BOTH SIDES of every issue.

Dogs should be on leash when not pen in they own yard. And dang sure not be running around off lease in street.Just cause the rules two dogs don’t mean some follow it.

5% is much too low IMO

Certain % you have to resort to that or put up with it.
