Help us by showing the exact wording that says that pets must be on a leash on your own property. Don’t think you can because that wording doesn’t exist.

Yes, that is the definition of direct control. So according to the ordinance, when must a dog be under direct control?

I can find the term used only twice in the Chapter, once in the definition of "at large" and once under the section concerning exotic animals. A normal/regular/standard/everyday dog is not an exotic animal so that section doesn't apply. By definition:
At large means off the premises of the owner and not under the direct control, custody, charge, or possession of the owner, keeper, or harborer.
an animal is "at large" if it is both not under direct control and off the premises of the owner but since this discussion is about animals which are on the premises of the owner, that section does not apply either.

Many dogs in TV are not under control, even on a leash.
The worst offenders are the retractable lead walkers.
No way are those dogs under control.

Irrelevant to the discussion, but I do see your point...

However, those retractable leashes DO have a button that stops the leash from extending... So the owner can let the dog roam a bit when appropriate and stop them when needed...
