If you rent through The Villages Hometown Agency you are not allowed to smoke anywhere on the property, inside or out. So, they have no choice but to either smoke on the street, get permission to stand or sit in someone else's yard that is not under hometown's thumb, or quit smoking. I'm not saying that they should have chairs on the street but being on the street is where they have to be. I compare issues like this to having a neighbor that leaves their dog on the lanai barking all day while they are at work. My choice would be a couple months of people smoking and sitting in the street. Some might say I'm defending the actions of the tenants but that is not the case, it's just factual if they are renting through an agency that doesn't allow smoking anywhere on the property.

Well they could walk like the rest of us, on the street. And then they could smoke while walking. That’s what hubby did when he used to smoke.

I am sure they are making a statement but if they can’t smoke on the property they are at least following the rental agreement.

While it may look less than polished having lawn chairs out in the gutter area, at least the tenants are rule-followers. They could easily have just smoked in the back yard and none been the wiser, but they made an agreement (rental contract) and they are abiding by it. Just be glad it is a temporary condition. Another couple weeks and this entire thread will be moot.

their lease probably states that they are not permitted to smoke on the property. That would also cover their driveway, patio, and lanai. This is the way that I make sense from their behaviour.
