How do I report a neglected rental property on my street? Yard all weeds, palm fronds hanging, etc...

I would ask the current renter for the property owners contact info and call them first. That is the polite thing to do. You could also go on the county website and find out who the owner is - I believe it has their mailing address listed, and send them a letter.
Also, keep in mind that the freeze in January took a heavy toll on the yards, it can take some time to get someone in there. I know one of my properties I lost 6 bushes, and my landscaper has been so busy he is just getting in to cut them out this week. Landscapers have been VERY busy. What village is the property in?

Maybe you should call the owner. Sometimes owners hire folks who are "supposed" to be doing this work but don't always show up.
I check mine every couple of weeks and still find stuff that was supposed to be done that was not.

The call to community standards is anonymous, any other means of communication (written, email, etc.) are discoverable under FL law. Just call community standards, and let them handle the situation. Especially if the owner has multiple properties, this may be common problem across multiple properties.

I feel like in extreme cases this really should be taken are of without neighbors having to prompt it.

Looking up owner is quick and easy. We had a home in our first neighborhood that the lawn people only showed up on occasion. Owners had no idea. Our home watch took pictures for the owner and owners fired the landscaper, and their home watch. They were embarrassed.
Thanked our home watch and hired her on the spot. |

Sometimes the community watch may note this but it is really up to the neighbors to call and report the problem this is the way the system is designed to work and the reason why it is anonymous when the problems are reported BY PHONE. Also Community standards is setup to handle these problems and to make sure they are corrected in a timely manner.

from what I've been told the most a single owner can have in the villages is 10 properties MAX. So it seems odd that they have 27

There are rules on buying new builds as to amount, that stems from the buying frenzy in 07. But resale if you have the money there is no problem. I have met a gentleman who does have 27 rentals here. Never have asked where most of the locations are.
