I personally don't think seat belts are necessary on a golf cart that goes less than 20 mph. If it makes you feel more secure to have them, then that's your call. If we had grandkids riding in our cart, I would probably have seat belts installed for them.
I think a real problem is carts that are modified to go faster than 20 mph and not registered as "street legal" and not equipped with required additional safety items, including seat belts, that are mandatory for those vehicles. I have been passed while driving in my car going 30 mph by golf carts that were clearly not street legals.
