Yes, there is a website you can go to check it out. VCDD...Villages Community Development Districts. Just check out the left side where it speaks about trash or sanitation schedules. Everything you need to know is there.

That is what is "mentioned specifically in the info provided".

Red colored bags can indicate biohazard material. Or it can indicate a gaily colored trash bag. Since my trash guys come while it's still dark out, I don't think they are going know, or care, what color my trash bags are. Unless you can point me to some trash bag coloration law, I think I'll use whatever I want.
