Seems like "capable of" as stated in the statute would cover that.

The operative words in the statute are,"capable of exceeding 20MPH". I don't know where 19.6 MPH comes from but that is the max speed of my 02 Club Car as measured by GPS and a timed measured mile.

Don't bet on it... Up north where I come from, they have organized lawnmower races and they go a lot faster than 20 MPH. And you and I know, there are a lot of carts that can do well in excess of 20 MPH in The Villages.
